The master plan for the village of Valley Falls, Rhode Island began with community participation sessions that included area business owners, civic leaders and residents meeting to develop plan goals and policies. A Portuguese language interpreter was utilized in the public participation process to ensure that all parties were able to contribute ideas and comments.
The design approach focused on significant landscape and building faŤade enhancements along Broad Street, the rehabilitation of sidewalks and street tree planting throughout the district, the development of the Blackstone River Bikeway within key open space areas nearby to the village, key village gateway enhancements and the promotion of an ethnic marketplace or commercial center. The strategy for implementation was based upon the successful National Main Street Center four point approach of: ORGANIZATION, PROMOTION, DESIGN, and ECONOMIC RESTRUCTURING.
The plan's philosophy emphasizes that preservation and enhancement of historic and cultural resources can only be assured if a community can retain and expand its position as a livable community with attractive neighborhoods, solid, diverse housing stock, active and passive recreational areas and a productive local economy that supplies both income and employment. The plan called for a strong public-private partnership to guide the project and undertake fund-raising.
